Is this vial ok?

Looks like the puck might've just moved during shipping. Fairly common for them to not be in perfect condition.

Does it slide back down? Kind of hard to tell if it's XTRA powder, which would be a bit odd.

No its not extra powder. Just the residue from the puck. Ok that makes me feel better. Thanks for the reply!

Sometimes they even arrive broken apart inside the vial. Those do fine also.

Looks fine, reconstitute and pin it!
 
As other have mentioned, it looks like the puck lifted, most likely during the shipping process rather than the manufacturing process. The residue is likely indicative of the puck moving after the freeze drying process. Tap the vial gently and the puck will descend.

Attached is a research article about what's acceptable and not-acceptable when it comes to puck appearance with pictures for those of us visually inclined🤣.
